Dubai is a global leader in promoting gender equality: a new impetus for investment and city development
20.09.2025

Dubai Municipality has reaffirmed the city's status as a global leader in innovation and sustainability. He was the first in the world to receive the ISO 53800 international certification for gender equality and women's empowerment. The certificate was issued by Global TUV (GTuV), one of the world's leading audit and certification centers.

This event was symbolic: the award coincided with the celebration of Emirates Women's Day on August 28 and reflects the crucial role of women in the country's development. Dubai doesn't just meet international standards; it sets them, setting an example of fairness, equal opportunities and social cohesion to the world.

What does this recognition mean for the city?

According to H.E. Engineer Marwan Ahmed bin Ghalit, Director General of the Municipality of Dubai, the certificate confirms the city's strategic commitment to developing an inclusive society:

“We are proud of this achievement. It underscores Dubai and the UAE's leadership in equal opportunities and reaffirms their commitment to justice and merit. This certification proves that Dubai is a city that turns principles into real results.”

This award is part of the UAE government's broader policy to support women, develop career opportunities and strengthen a corporate culture that values competencies over gender.

Gender equality and the real estate market

At first glance, it may seem that ISO 53800 certification is solely related to personnel policy. However, its impact is much broader:

Attractiveness for investors. International companies and entrepreneurs see Dubai as a progressive center that creates conditions for long-term development. This has a direct impact on the growth in demand for residential and commercial properties.

City image. Dubai is cementing its reputation as an inclusive metropolis open to talent from around the world. This means an influx of specialists, businesses and new residents.

Sustainable development. Fair corporate practices increase trust in institutions and create a favorable social environment — the basis for a stable real estate market.

Thus, international recognition strengthens Dubai's position as one of the main destinations for investment — not only in business, but also in housing.

UAE Global Leadership

Today, the UAE is ranked 7th in the world and 1st in the region on the United Nations Development Program's Gender Inequality Index (GII). By comparison, in 2015, the country was only ranked 49th. This progress underscores the management's strategic vision and makes Dubai a model for other global metropolises.

The new standard of the future

The ISO 53800 international standard was the first in the world to comprehensively regulate equality issues in the workplace. It covers key areas:

equal opportunities for men and women;

leadership development;

equal pay;

fair organizational practices.

Dubai Municipality has pioneered the introduction of these standards at the city level, which paves the way for similar practices to be introduced in the private sector.

The receipt of ISO 53800 certification by the Municipality of Dubai is not just an award, but an important signal for the whole world. Dubai proves that a modern metropolis can combine high economic performance with social equality.

This means one thing for the real estate market: Dubai is becoming even more attractive for living, working and investing. This is where a future is being formed, where comfort, fairness and innovation go hand in hand, which means that demand for housing and commercial properties will continue to grow.
