Sheikh Hamdan Approves AED 18 Billion Projects for Dubai's Further Development

Dubai authorities are launching a large-scale package of initiatives in infrastructure, culture, investment, and digital governance.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister of the UAE, Minister of Defense, and Chairman of the Dubai Executive Council, has approved a package of government initiatives and projects totaling 18 billion dirhams. The program aims to enhance the quality of life for the emirate's residents, develop urban infrastructure, support the economy, and strengthen Dubai's international competitiveness.

The comprehensive set of projects covers several strategic areas, including transport, culture, investment, digitalization of government services, human capital development, and financial technologies.

Dubai Cultural Strategy 2033

A key decision was the approval of the Dubai Cultural Strategy 2033, which is being implemented under the leadership of Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture and Arts Authority.

The strategy includes:

  • four priority development areas;
  • 40 strategic initiatives;
  • five sectoral indicators;
  • 23 key performance indicators.

The program plans to support over 6,000 local creative professionals, attract more than 6,000 international specialists, increase cultural infrastructure by over 200%, and boost the cultural sector's contribution to Dubai's economy to 5.4%.

Additionally, public-private partnerships in the sector are expected to expand to 2.75 billion dirhams.

New transport artery parallel to Sheikh Zayed Road

One of the largest infrastructure projects will be the first phase of Al Khail Street's development.

The project involves the construction of a new transport artery that will run parallel to Sheikh Zayed Road.

Key project parameters:

  • an elevated road approximately 15 kilometers long;
  • three lanes in each direction;
  • serving approximately 2.6 million residents.

Construction is set to begin in the third quarter of 2027, with completion scheduled for the end of 2030.

Once the new road is operational, travel time on Sheikh Zayed Road during peak hours is expected to decrease by up to 51%, and the network's capacity will increase by approximately 9,000 vehicles per hour.

The new highway will provide more convenient access to the districts of Al Barsha, Al Quoz, Business Bay and Meydan.

Real-time Digital Population Monitoring System

The Executive Council also approved the launch of the Dubai Population Now project.

The new digital platform will enable tracking of changes in Dubai's population in near real-time using artificial intelligence and data analytics technologies.

By the end of 2025, the emirate's population exceeded 4.58 million people, an increase of approximately 332,000 residents compared to the previous year.

The collected data will be used for planning:

  • housing construction;
  • transport infrastructure development;
  • the education system;
  • healthcare facilities;
  • and urban services.

Promoting Employment for UAE Citizens

During the meeting, a strategy for developing Emirati talent in the private education sector was approved.

The document outlines the creation of 3,000 new jobs for UAE citizens by 2033.

To achieve this goal, programs for teacher training, professional retraining, practical learning, and employment support will be implemented.

Unified Digital Platform for Investors

Another key initiative is the creation of the Dubai Investor Register — a unified registry for private and institutional investors.

The new system will bring together investors operating both in mainland Dubai and in free economic zones.

The platform will enable:

  • streamline administrative procedures;
  • eliminate duplicate registration across different jurisdictions;
  • simplify business interaction with government entities;
  • enhance the efficiency of investment activities.

The project is being implemented as part of the Dubai Economic Agenda D33, which aims to attract 650 billion dirhams in foreign direct investment by 2033.

New Urban Addressing System Standard

The Executive Council also approved an updated concept for address navigation.

By 2029, a unified standard for the design of address signs will be implemented in 186 districts of Dubai.

The new system is intended to make navigation more convenient, enhance the city's visual identity, and comply with modern international standards.

Center for Islamic Financial Technologies

Dubai will also see the establishment of a Global Center for Technology and Innovation in Islamic Finance.

The project will be developed under the management of Dubai International Financial Centre (DIFC) in collaboration with international partners.

Key areas of focus for the center include:

  • supporting Islamic fintech projects;
  • fostering collaboration between banks and technology companies;
  • hosting industry events;
  • training specialists through DIFC Academy's educational programs.

Projections indicate that the global Islamic finance market could reach USD 9.31 trillion by 2030, creating further opportunities for the sector's growth in Dubai.

What the New Initiatives Mean for the Real Estate Market

The approved package of projects reflects Dubai's comprehensive approach to developing its urban environment and economy.

The development of transport infrastructure, digital services, investment platforms, and urban planning mechanisms creates additional conditions for sustainable growth in the real estate market.

New roads, improved city management systems, and enhanced public services can boost the attractiveness of specific areas for living and doing business, while also supporting long-term demand for residential and commercial properties.
